We are a design-build construction firm with locations in New Braunfels and Fredericksburg, Texas. Founded in 2006 and led by a team with 25+ years of construction experience, we have completed hundreds of projects, from resorts and banks to medical facilities, retail centers, restaurants, and multi-family housing.
Most recently, we led the development and construction of Camp Fimfo, two family-centered outdoor resorts spanning approximately 650 acres in New Braunfels and Waco, with nearly 1,000 rentable sites, waterparks, an Alpine coaster, and more.
Our specialties include design-build services, land development, owner representation, project management, general contracting, and pre-construction coordination.

IN THE MAKING.
The Woolsey family's roots in construction trace back to a long line of builders, surveyors, and craftsmen. John Woolsey's father owned Woolsey Surveying and worked in civil engineering, laying the technical and ethical foundation that John would later carry into one of the most ambitious projects in American history.
John Woolsey, father of Rod Woolsey and grandfather of Elijah Woolsey, served as one of the prime construction managers on the California Aqueduct, one of the largest public works projects in American history. Built between 1963 and 1973 as part of California's State Water Project, the 444-mile aqueduct cost roughly $2–3 billion at the time, about $20–30 billion in today's dollars. John's leadership on this landmark infrastructure established the Woolsey family's legacy in construction, project management, and building things that serve generations.
Rod Woolsey was a builder and craftsman. He founded Integrity Builders in the early 1980s, a company that later included his sons, Eli and Leon Woolsey. The father-son team worked together on many projects throughout the decade and into the 90s, forging the foundation of everything Woolsey is today.
Woolsey as it is today was founded by Eli Woolsey during his tenure at Texas State University in San Marcos. From a dorm room to a regional leader in design-build construction, the company was built on a relentless commitment to quality and client relationships.
Woolsey began the design and planning of their current headquarters in New Braunfels, which has become a local landmark known as City View. The company now employs over 30 full-time professionals, each bringing unique skills in project management, design, cost estimating, accounting, and construction administration.
With offices in New Braunfels and Fredericksburg, Woolsey has become known for designing and constructing iconic buildings that blend into the natural landscapes of Central Texas, honoring cultural architectural influences and the history of local communities. LEADERSHIP

ELI WOOLSEY
President & Founder
Eli is a general contractor with 20 years of extensive experience in construction management and real estate development, primarily focusing on design-build commercial construction. As the Founder and President of Woolsey, he has successfully led the visioning, creation, and implementation of management systems for construction projects, development partnerships, and master planning initiatives. He has served as an adjunct professor in the Construction Science Department at Texas State University, and serves on the regional board of advisors for American Bank.

JULIE WOOLSEY
Senior Vice President
Julie has been part of the company for nearly two decades, and her foundational leadership skills have been instrumental in the company's success. Her outstanding work ethic and attention to detail are vital to the organization. She oversees the executive leadership team, manages the accounting department, and plays a key role in hiring. Owners appreciate her tenacity to advocate on their behalf. Her reputation within the company is that of a fierce leader with exceptional integrity.

LEON WOOLSEY
Chief Operations Officer
Leon is a passionate construction enthusiast with a diverse skillset that includes artisan woodworking and overall operations management. He holds a degree in Construction Science and Management from Texas State University. Leon's leadership abilities are rooted in his experience as a successful college football player, where he honed skills in teamwork, grit, and work ethic. Throughout his tenure, Leon has been a pivotal management leader, with an extensive knowledge of construction and the ability to motivate others.

GLENN ROBLIN
Chief Estimator
Glenn attended Texas State University and received a Bachelor's in Construction Science and Management and an MBA. He is a licensed Commercial General Contractor with the ICC and is excellent at managing multiple bid due dates, procurement processes, and solicitation of construction documents.

KATE WOOLSEY
Chief Marketing Officer
Kate has always has over 15 years of real estate experience as well as design. She has held her real estate license for nearly a decade and leads the company's marketing department, as well as representing the company with real estate investments and developments. Her vision with design and deep understanding of the real estate market are great benefits to the team.

KEATON LAIN
Director of Development & Preconstruction
Keaton attended Texas State University in San Marcos and received a Master's Degree in Construction Science. He has an extensive background in project management, land development, high-end custom home building, civil engineering, and owner consulting services over a 20+ year career. As a licensed real estate agent, Keaton understands the complex dynamics between real estate, construction, and land development, and is instrumental in building a strong pipeline of projects.

J MOODY
Executive Director & Preconstruction
J. Moody serves as Executive Director of Woolsey, leveraging over 15 years of experience in commercial facility management and operational leadership. A U.S. Air Force veteran, he retired in 2010, where he honed vital leadership skills and a commitment to excellence. In his role, J. is responsible for steering the organization's strategic direction, providing leadership in the pre-construction process including permitting and regulatory compliance, and contributing to design development.

DEBORAH THOMAS
Accounting Manager
Deborah's proficiency in accounting and bookkeeping stems from a 40-year career in the industry. She holds a degree in accounting from the University of Texas and has held positions with the IRS. A seasoned veteran in the accounting and construction industry, she manages payables, receivables, account reconciliations, and financial statements.

RUSSELL TABOR
Director of Operations
Russell Tabor has over 23 years of experience in construction, with a background in carpentry, ranch work, and 17 years owning a custom home construction company in Fredericksburg. He now leads operations in the Fredericksburg area, bringing hands-on experience and practical leadership to every project.

RICHARD LILLY
Senior Project Manager
Richard is a veteran construction superintendent with over 30 years of involvement in the industry. His former military experience and positive, coachable attitude allow him to excel and adapt successfully to a wide range of projects. He possesses a humble and proactive approach to construction management that allows him to lead teams successfully.
FORREST COOK
Project Manager
Forrest brings over 20 years of combined hands-on construction experience, with a background spanning concrete, framing, roofing, and inspections. Known for his calm leadership style, Forrest excels at leading teams and navigating complex challenges, ensuring every project stays on track and meets the highest standards.
MACK BLOUNT
Project Manager
Mack has been with Woolsey since 2021. His key responsibilities include quality control, scheduling, and utilizing his extensive knowledge to resolve on-site issues. Before joining, Mack successfully ran his own construction and handyman business, gaining hands-on experience in remodels, new construction, carpentry, electrical, and plumbing.

JACOB GROSENBACHER
Project Manager
Jacob is responsible for overseeing site supervision, quality control, coordinating subcontractors, and resolving on-site issues. His passion for construction started at a young age, having grown up assisting his father in building custom homes. Before joining Woolsey, Jacob gained experience in commercial electrical work.
JIM COLLINS
Senior Superintendent
Jim is a highly experienced construction professional with a strong background in the industry and a true passion for quality craftsmanship. As a dedicated welder with a lifetime of hands-on experience, he brings skill, precision, and reliability to every project. Jim approaches his work with honesty, integrity, and a commitment to doing things the right way.
TIM FORSBERG
Superintendent
Tim Forsberg is a Superintendent with 30 years of experience in the construction industry. A master carpenter with expertise in custom homes, outdoor spaces, and custom cabinetry, Tim has led residential and commercial projects since 2012 and joined Woolsey in May 2024.
SIMON THOMAS
Superintendent
Simon plays a key role in keeping projects moving forward and solving the daily challenges that come with the field. He enjoys working with a friendly team and subcontractors and appreciates that every day brings something different.
DARION BOHANNON
Superintendent
Darion has been with Woolsey for three years. He previously ran a tree-trimming crew and proudly served as a machine gunner in the U.S. Marine Corps. He values challenges, both physical and mental, and appreciates Woolsey's supportive leadership.

JAKE WILLIAMS
Superintendent
Jake Williams has over three years at the company and a lifelong background in the construction industry. He enjoys being involved in day-to-day operations on the jobsite and takes pride in watching projects come together from start to finish.
DALTON CROFTS
Superintendent
Dalton is a graduate of Sam Houston State University in Construction Management. He brings several years of hands-on experience in both commercial and residential construction, as well as time as an IT/AV technician at the Texas A&M Health Science Center.
ELIJAH PIPPIN
Superintendent
Elijah is a graduate from Texas A&M University with a degree in Construction Science and a minor in Leadership. Before joining Woolsey, he worked for a commercial general contractor in Houston, gaining experience across estimating, preconstruction, project management, and site supervision.
ANTHONY URBANOVSKY
Superintendent
Anthony has been with Woolsey since June 2025. His background is in welding and fabrication, and he has always enjoyed building and working with his hands. He appreciates the strong team atmosphere at Woolsey, where everyone is willing to help.

MASON SIMS
Estimator & Project Administrator
Mason has been a dedicated member of the construction industry since August 2022, primarily responsible for purchasing, estimating, and managing bids. His leadership skills stem from his time as an infantry officer for the Texas Army National Guard.

HANNA JOHNSON
Administrative Assistant
Hanna serves as Administrative Assistant at Woolsey, supporting the team's day-to-day operations and helping keep the office running smoothly.

JAMIE WATFORD
Administrative Assistant
With over 25 years of experience across multiple trades, Jamie brings a well rounded perspective to every project. Guided by strong values of professionalism and integrity, she focuses on ensuring work is completed efficiently, responsibly, and to the highest standard, building lasting trust within the communities she serves. Her primary role centers on administrative assistance and administrative support, helping keep everything running smoothly behind the scenes. Outside of work, she is a proud parent of five and grandparent of three, and enjoys spending time restoring classic cars and motorcycles.
KYLE COOK
Superintendent
Kyle began his construction career working alongside his father, building a strong foundation in the trade before moving into residential framing and eventually starting his own construction company. After successfully operating and selling the business, he transitioned into a Project Manager role and was later promoted to Production Manager, overseeing field operations and project execution. With experience in residential and light commercial projects, he is known for strong field leadership, precise coordination, and delivering high-quality results. His leadership style is direct and solutions-driven, with a focus on accountability, clear communication, and building lasting client relationships through trust and reliability.
